I contacted George Vaillancourt who was the senior resercher at the
Ireq high voltage lab. He couldn't help much but he answer,
here is his answer;

Je suis à la retraite depuis plusieurs années et je n'ai donc plus accès
à des livres sur ce sujet. Cependant l'information en ce domaine abonde
sur internet. Vous trouverez ci-dessous quelques liens que vous pourrez
consulter.
Je ne vous encourage pas à construire un générateur haute tension, à
cause des dangers que peut représenter un tel appareil.
