Safari does okay, but the USPTO's web page design, and choice of image
file format,
(PNG? TIFF? I can't remember right now) causes Safari to display the
images at too
large a size, without scroll bars in the frame! I've never seen any
other web site
that has this problem with Safari - it's very annoying.
Fortunately, one can still download the actual scanned images of the
documents,
which I prefer to have anyway, so that's what I do.

AFAIK, all US patents are a matter of public record.
