I redid the same thing running the coil afterwards, adding 1 at a time and watching the gauge.

It would be a useful question to ask - which better approximates (for the
purpose is sizing a PFC cap) the load of an NST charging a cap - an open
circuit or an arc (pretty much a short circuit)?  Not sure but my guess is
neither.
