The oil will carbon up over time, requiring filtering after some amount of time (this is the common practice for OCBs in the electric industry). The box would need to be vented to prevent gassing associated with the arc being extinguished (how to vent and still keep oil contained with the fairly violent oil movement. Others have already stated their concerns about the motor size required to overcome the drag of an RSG submersed in oil (even with the lower viscosity of this type of oil)? 

Perhaps, instead consider using a submersed stationary gap with a jet of oil directed at the gap?

If your electrodes are flush to the face of your disc you wouldn't have much cavitation and drag but not sure if you would end up with a carbon track that would keep growing until it met up with the next electrode.

I will be using an oil specifically made for quenching electric arcs. If
the manufacturers claims are to be believed it will not break down.
