Another way to consider is to make MOT systems that don't need ballasting such as DC type designs where altering the break rate determines current draw, see http://scopeboy.com/tesla/tc2schem.html

These designs can be scaled and adapted to suit, my big 10kW coil uses 6 MOT's, full-wave rectification of the MOT's, MOT based DC filter and a ring up inductor made from MOT's
