I am not sure what you are doing exactly, it looks like you have the variac and ballast in series? or is is that you have put them in parallel. 

Think about it if you put them in parallel ,you have your variac in the off position you then still have current flowing directly threw the ballast into the pig, not a great idea. 
So the variac and ballast should be in series, with the ballast sized to allow the rated max current flow threw the variac. 


Also 
You should invest in a larger variac the smaller the current rating the more turns they generally have, this putting more of a current limit on them. A nice 15-20A unit you should be able to push farther beyond the the ratings.

I recently purchased a variac rated at 240V and 6A which limits 
my distribution transformer to only 1.5kVA, 
which is far to little, so (probably out of ignorance) propose
