It looks like you made a horizontal jacob's ladder instead of an ozone generator. Ozone generation requires both a source of high voltage and a source of oxygen. The high voltage needs to be sent to two surfaces, each seperated loosely by an insulator (glass or ceramic), and without the oxygen you are producing both ozone and many types of Nitrogenous oxides (NOx) compounds which are rather toxic.

You do have a nice high voltage power supply involving a 12V battery, though, along with the blower unit and case, so you are "most" of the way there.

If I were you, I would find a glass cylinder and wrap some aluminum window screen around the inside and outside of it, connect each screen to your voltage supply, and see how it works. Make sure your voltage is well below the dielectric strength of whatever thickness and type of glass you are using. Once you get that working, you just need to figure out how to provide pure oxygen over the electrodes to produce pure ozone.

REMEMBER: ozone/NOx is toxic to humans in any concentrations over that which you can smell. If you can smell it, it is too strong, and you need ventilation and/or a SCBA.
