Firstly, why would you need 0 AWG rated at 15kV???

0 AWG is rated for approx. 150A for power transmission.  That's 2.25Mega Watts continuous.  I doubt you have anything that requires that.

Secondly, that's not a wire gauge that's even available among the most common High Voltage wire manufacturers.  (i.e. Teledyne-Reynolds, etc...)  Maybe utility companies make something, but nothing in the commercial or military industry would be available at that size.

Your best bet is simply to make your own.  Just get the wire and use a sleeving material from some sort of tubing.
