10X is surely not nearly enough for the voltage.

And really, can you safely ground one side of your HV output anyway?

If i were to do it, id use a wide band-width current transformer with a big
opening and really insulate the heck out of it with layers of plastic tubing
around the wire.  Measuring the current with such a transformer (usually
made by Pearson) would be just as valuable as measuring the voltage, yet
would be FAR safer!

This measurement is not to be taken lightly.
