This is a typical "first coil" story.  Don't be too disappointed.  I've just tested a new 4"x24" 1kW coil that barely puts out 24" streamers.  I'm not worried about it.  I'll tinker with the coupling, gap setting, and top load until I'm satisfied with the sparks.  Optimization is just part of the deal.

10" is a bit short for your 10kv/30ma input.  However, with patient adjustment, you will probably be about to coax longer sparks out of it.

Neon transformers are too fragile for asynchronous rotary spark gap duty, and a synchronized rotary might be overkill for such a small coil. I suggest you experiment with static gaps until you find one that works well.
