Well, just go invent that super high res image intensifier, set it up, and you're good to go. This photo looks like a many of the sprite photos, etc. There's some place in northern Colorado where a guy has a house that is in the foothills looking out over the plains. It has a good view of the tops of thunderstorms, so it's a favorite place for sprite and jet researchers to go, but it's still a challenge.
Check out any of the conference proceedings for the AMS Atmospheric Electricity conferences (every 2 years, as I recall) and there's always papers about this kind of thing.
