Only modification is relay coil should be preferentially on "load" side of resistor 
(parallel with the primary of HV transformer).

Also shows inrush effects with and without surge limiting resistor. NOTE:
a Variac's inrush can be MUCH MUCH WORSE then depicted in this URL.
I have measured on a DSO peak currents well in excess of 100A for 5 cycles
(~100msec) while a 120/140V 1kVA autotransformer magnetics are getting 
"started".

Running a 208/280 V autotransformer on 120V tends to reduce the inrush
(dI/dt = V/L, L is a function of turns^2, 240V variac will have L as first
approximation 4X higher then 120V variac).
