It should be possible to build a tesla coil for just a few dollars  depending
on how fancy you want it to be and how powerful.  NST $0 to $30,  
spark gap $0 (build from scrape), capacitor $30? (small MMC),  secondary
$10 (for the wire) use scrap PVC pipe, toroid $6 (dryer duct), primary  $0 to 
$3
(scrape wire), misc hardware, wood base, safety gap $0,  (scrap), line filter
$4 (take from junked equipment), etc.  Such a setup should give  at least
a 20" to 25" spark or longer.
