There are silicon iron cores and  ferrite cores, all for a reason.

Iron cores to cater for the demands that are presented in a low frequency environment, ferrite for the higher frequencies.
Iron won`t do at RF, and ferrite will perform poorly at 50-60Hz.

Take it from this list member, who has actually built a variac himself::

It`s only worth it if you really like to practice winding technique, and do it over and over until it looks half decent.

If your main goal is to vary voltage, boy one at Ebay.  :-)

And you definitely don`t want to put it under oil.

yea I thought of that but this is all I have so once i get this to work for free maybe I will pay for a core from a junk yard or something later. basically I want to see if I can actually make it work first. all i have is 21 gauge wire. At the moment. Do you guys think it would be a good idea to submerge it in oil.
