Hi Dan,

That's an odd comment. Clearly, the HV is on the top of the pole to allow
the first 20 feet leased by phone and cable companies to be safe. Granted
the high tension is high to clear tree braches but mostly for safety. I
don't think there is much difference between the HV wires or the connections
to them, do you?

All HV pad-mount transformers are in cabinets with heavily locked access
doors. Underground HV cables are wound on the exterior with a copper shield.
Lastly, most site electrical in the ground have concrete poured in the ditch
to protect against construction mishaps.

Actually pole transformers are located high up on poles not because of
safety, but because of close proximity of the high voltage wires.
Go to a neighborhood with underground wiring, and the pole transformers
(now called pad transformers) are mounted directly on the ground.
