Matt try this,Maybe you coil works but use an earth rod from your RF ground at put it near your top of your secondary at see if there is some action due to potential difference.If this happens you could try increase the frequency of your spark gap by using a solid metal object and putting it in the center of your spark gap to make a twin gap then open it wider for voltage and because the spark has to ironise the air twice the frecency is altered and remember to readjust your primary tap point because the inductance will also effect the way the gap fires.Also try use a sphere because like a Van Der Graaf generator it tends to  hold voltage alot better than any non commercial torroid or torroid coils that are very well made.Look in your toilets for any floats that are made of copper also old hot water 'gesers' I have tried aluminium spheres of identical size(Like the ones on flag poles)But copper has much better spark performance,Also try a plug(Strip the plug and remove one of those brass prongs)And stick it on your topload for a breakout point,If plastic caps are not working try get 1L glass coke bottles,Pour the water out your plastic 2L ones into the glass ones and cook up a fast batch of salt water and fill a container with it and put the glass bottles inside the salt water(Same like tinfoil on the outside)So you have your dielectric between you two salt waters,And pore alot of vinegar into the salt water the spark gap fire will fire much better!
