Thanks for the comprehensive write up. It is quickly evident that I will
have to "spin" the meter dial as I am using a 5kva PT, satuarable reactor as
a ballast, and a ASRSG.

Don't laugh but I still do impedance on a slide rule fairly fast;-) A PC
Java impedance calculator is a luxury!

It will be a variable. If you are using a polemount distribution transformer
or 
a potential transformer, the transformer itself has little to do with PFC.
The 
turns ratio is the most important parameter, the internal resistance and 
inductance will be rather insignificant and can be ignored. The relationship

between the reflected impedance of the ballast and the tank cap are what you

need to look at.

for a little bit about how it works. You could probably get close to the
correct 
PFC value by calculation if you are going to have a constant breakrate. If
the 
breakrate varies, however, the PFC value will change with the breakrate. If
the 
ballast is variable, the PFC value will change with the ballast. 

Unfortunately, I do not know of any method to know for sure what PFC value,
if 
any, will be optimal for any particular setup except for trial and error.
