Welcome to the sad, sorry world of international contracts.  It seems you
have discovered "the Great Wall of China".  Some internationals will try to
screw you any way they can with "add-on" fees, etc.  You are correct --- it
is international extortion.

I experienced similar problems on a job in India. It took nearly two years
to sort it out and then, after two years of wrangling, we finally got paid
--- and the international lawyers devoured a 40% chunk of that final
payment.

Now it's always 50% deposit, 45% at time of shipment (read before shipment),
and remaining 5% balance after installation.  No exceptions!  And, it's
always on our standard contract --- not theirs.  If they insist on using
their contract just jack up the quote by $25,000.00  --- that always brings
them to their knees. After all, it's either your group or our group, so what
else can they do?

I also learned the hard way that international clients really enjoy playing
politics and not living up to their word.

I do a lot of international work, but due to our strict policy, I don't run
into the problems of having to litigate something on foreign soil.  They
either pay on time or the product does not get crated for shipment.

Hopefully, someday, you will have an opportunity to set up your great Tesla
coils and operate them.  I certainly look forward to seeing some super
photographs from your great machines in full power operation.
