Both. The transformer boosts the voltage and the resonant tank gives 
some selectivity. As much as you can have in a spark transmitter.
The alternative would be to charge directly the antenna and discharge it 
to the ground with a spark gap. Works, but the voltage at the
antenna is smaller and also the transmitted energy per "bang", and the 
output oscillations decay fast because the antenna is a low-Q element.
The transmitted energy spreads trough a wide spectrum.
