i think your capacitence is way to small it does not store enough
joules for every charge .. it is only being charged 55% and .. yes it
matchs what the design is telling you to have but 7 pf thats so tiny 
your trasnformers best recomented sizeis 0.019 and the cap your using is
0.007 i think the you should look into a larger capacitor maybe from ebay
or an mmc and readjust your primary acordingly..
