IIRC, you're not suppose to use your building for a ground (cell sites,
anyways) since strike current can blow concrete off embedded conductor.

A special hole is dug for the grounding rod, and the earth around it is
salted with CuSO4 (IIRC) and measured with a mega-meter to insure its
conductive enough.
