It is not supposed to be a PYLON  ( The Eiffel tower like structures 
supporting the  Power company cabels - NATIONAL GRID)

It is supposed to be a step down line transformer - pole PIG

Its an old  wooden IKEA toy truck with a 12v mains transformer , a fan ( 
ex- Computer psu)  cooled Transistor , LOPT - flyback Transformer and a 
model of a pole pig in fault mode  i.e. a helical Jacob's ladder or 
rising arc
