I was wondering if it would be  possible to wind a secondary from 22 awg
hookup wire (insulated with  rubber). If not, why?

Hi Clive,
 
Yes, it can be and has been done. Many of the earliest Tesla coils were  made 
that way. There is, however, one large drawback to hookup wire. The  
thickness of the insulation means you will get only 1/3 to 1/2 the number of  turns 
per inch of secondary length. This will require a much larger secondary  coil to 
get the same inductance value, and the size may quickly become  unwieldy.
