I  think I will be using caps made from a 2 liter plastic bottle filled  with
salt water with a copper pipe suspended in it and tin foil covering  the
outside of the bottle. Does anyone think that this would work  acceptably?

Yes, this has been done successfully.Be sure to put the bottles in an  
insulated container, because the foil is at HV with respect to YOU. A similar  
method is to place the bottles in a large bucket, fill both the bucket and the  
bottles with the brine and run a copper strap down the inside of the bucket,  
dispensing with the foil. The brine in the bucket is one plate and the brine in  
the bottles is the other.. This reduces localized stress on the bottles  
because, in the first method, hot spots can form under any tiny  wrinkles the foil.
