A couple of possibilities spring to mind. Firstly the power factor changes 
with the capacitors in your supply.  Wall plug watts are not equal to RMS 
watts. Secondly the switching of the load gives hash which is picked up and 
gives an irregular reading.  I find it hard to get a stable reading with a 
TC and don't trust the meters too much.
