Good point Matt. The lowest breakdown value. There should also be a derating of that value. Then, there is likely a bullet proof cap dielectric, unless, contamination during the entire rolling process is not accounted for. That's where D.C.'s (250V/mil) value may come in very handy and very real.

and get a decent average of "that rolls" puncture voltage.

Nope. A cap doesn't break down at the dielectric's average value, it fails at the lowest-valued point the charge can find.
 Also, the dielectric constant of PE is 2.2 to 2.3.
