Hi Kevin,

While there are increased corona tendencies and insulation and spacing considerations with higher voltages, the use of 14.4 kV and 15 kV is mostly a matter of availability. The 14.4kV is the most readily available distribution transformer size in the US, while 12 kV and 15 kV are the ubiquitous sizes of traditional NSTs. Transformers in other sizes are harder to find, usually more expensive, and getting an exact replacement in case of a disaster is a problem. Once you get above "standard" voltages, the cost of other parts increase dramatically. For example,in an MMC, for a fixed value of capacitance, doubling the voltage requires four times as many caps.
