Want to measure ac voltage mostly from Mots up to 20Kv would be good.

What type of meter?

Are you looking to measure DC, low frequency AC (60Hz) or high frequency AC
(up to several MHz)

A simple resistive divider will measure DC or low frequency 60Hz, but for
high bandwidth, you'll need something a bit more fancy.

Look for the 60kV divider.  Schematics and pics are on there . . .
