Hey David...

have you considered using the resistors from a hi voltage probe... buy a couple of them off of ebay ( the probes) remove the resistors and use the appropriate values of smaller resistors ( the ceramic/carbon types found in the power line caps black and white striped about 2.5" long 1/4" dia.) to achieve a 1:100 divider along with some cheap meter ( just in case you get an impressive ring up )
