Hi Chris,

Adding the filter might reduce the voltage a very small amount, but it 
really should have very little effect.  If it seems to be shorting the NST, 
get an ohm meter and start looking around for something shorted.  The only 
"load" the filter should have at DC is in the bleeder resistor strings.
