I am not an expert but I think the idea is to remove the damaged windings until you get down to the good stuff. Then tease out the little wire and solder it to a bit larger wire to go over to the terminal. If you remove a lot of windings, the voltage will be reduced a little on that side, but it is not a big deal.

You don't want to put a metal plate in or anything since that would just short all the windings together which would be very bad. The windings cannot be shorted together at all!! Just dig down and get the little wire hooked back up.

I'm not sure what your objective is, but if repairing the dinged
insulation is what you want, then recoat with polyurathane.
