The welder is not used to power the Tesla coil. It is used to *limit* or ballast the amount of current reaching the high voltage transformer, which powers the Tesla coil. You seem to be under the misunderstanding that the welder powers the coil. It does not. A welder or other similar ballast is only needed for large Tesla coils using distribution transformers as a power source. Small to medium size coils do not require this.
