Here's a process that I use:

Make a table of toroid size, toroid cap, and breakout voltage.  For
simplicity, you might want to keep the toroid aspect ratio constant.
Example:

   size      cap        breakout
------------------------------------
   6x24    26pf       500KV
   8x32    ???        ???
10x40    ???        ???

You can run the INCA program to find the cap and breakout values for the
particular toroid size in your table.

Next, use JAVATC and enter the physical and electrical parameters for your
coil and run JACATC for each of the toroid sizes in your table.  Compare the
developed output voltage that JAVATC predicts to the breakout voltage for
your toroid.  Use the largest toroid that you can and still be able to reach
breakout.
