It can't produce phosgene if there is no oxygen around (Carbon 
Tetrachloride: CCl4; phosgene: COCl2). But be careful since oxygen is 
likely to be present.

Carbon Tetracloride should not be used!!! On contact with hot metal
(electrodes) it produces phosgene gas. Stay away from it.
