Hi Richard,

The Terry filter (including the three terminal safety gap) is grounded to
the NST.  If the NST is located with the coil, the NST should be connected
to the secondary (earth ground).  If the NST is located remotely, some argue
that it should be connected to mains ground for safety.  If this is done, it
is imperative that you protect the primary from strikes as the strike
current could go thru the NST to mains ground, down your power distribution
to find its way to earth ground and then back to the secondary ground.  If
you do connect the NST to secondary ground, it should NOT be connected to
mains ground.  Any line filter between the NST and mains should be grounded
to mains ground.
