If you take out the core, the energy stored in the primary circuit
for a given maximum primary current becomes much smaller. These
things have cores just for this reason. The starting energy is
stored in the primary inductance, that must then be quite big (mH),
so there is enough energy to charge the capacitance at the output
of the secondary coil (including the distributed capacitance of
the secondary) to high voltage.
