Yes, this sounds like a ferroresonant constant voltage transformer. This is
a kind of iron-age voltage regulator that keeps its output voltage sort of
constant even if the line voltage changes. It uses controlled saturation of
the core to do its... OK I give in, I have no idea how it works :P Maybe
someone else can explain?
