While the NST will effectively short the end terminals of an MMC, there
will in fact be hazardous potentials left on individual MMC caps.
Algebraically, they will add up to zero.  But touching the terminals of
an individual cap may knock your socks off.  This is why the use of
bleeder resistors across each cap, rather than across the entire string,
is advocated.  Just why the charge across individual caps is unequal is
unclear.

Since the primary capacitors are usually in paralel with the NST, they
wont
hold a charge after power is off.
