What kind of a gap do you have?  I would say, even with a quick and
unquenched pipe gap, that you should be seeing at least 30 plus inches for a
first run.  This spark length, however, will taper off in under a minute if
it is not forced air quenched.  My thoughts are that you are severely out of
tune.  Where are you tapped at?   Everything looks OK on your spreadsheet,
and rough tuning isn't the large endeavor that everyone makes it out to be.
With a new coil, there is no need for sig generators and O-scopes.  Just tap
at the inner turn, power up and check the results.  Listen to your gap and
check your toroid for sparks, and if things don't sound right and there is
no output, shut down and go out another turn.  Within minutes you should
find yourself "in the sweet spot", and after that you can do some fine
tuning.  I bought some hamfest O-scopes, and had been looking for a sig
generator for coil tuning, but I personally think that it would take longer
to set everything up to make these "not under power" adjustments than it
would to just give 'er the juice for a second and keep adjusting the taps
until results are achieved!
