If I am going to actually use the samples in a project or design I think
thats fine.  But when people start to sample just to go "ooh I got a big
transistor yay" that is horrible.  Notice how they got uptight on their
samples right after Steve ward mentioned he was using them in his
spectacular iSSTC.  Those IGBTs are 42$ each, and sampling 20 of them is
900$ in free samples.
