Not surprising at all..
my house has a 200A service (=48 kVA) and there are, I think, 8 houses fed
from a 50 kVA transformer.
Peak vs average is the thing...
I doubt that I ever draw 200A, except in a fault condition.
The big load is the A/C compressor starting, which is probably 40-50A for a
few seconds.
Electric oven is probably in the 20A range, which is also the run current
for the A/C.

Figure my worst case is probably around 40A (= 10 kVA), so if everyone does
the same thing at the same time (unlikely), we might hit 80 odd kVA, which
is not a huge overload.

There IS a noticeable light blink when my neighbors' a/c starts, but the SCE
engineer says that's primary impedance (MV distribution) not the
transformer.
