abb voy-11 transformer

  i have an abb voy-11  transformer. it is rated at  8400/14560y. the ratio 
is 70:1. my question is what is the y sign in the voltage. i know y usually 
means delta or three phase but this transformer is rated for 120 
volts.  also can some one tell me what to use for a ballast to make a tc 
using this transformer. would a roll of #12 wire say 500 feet work for a 
ballast. thank you for your help
