Another way to finish the secondary is to wrap it in plastic stretch wrap,
available from OfficeMax & the like.  It's a lot easier, altho' I suppose it
doesn't look quite as spiffy as a varnished secondary.  This was originally
recommended by Terry Fritz.

Variacs are available on ebay; as usual, patience & diligent searching will
get the best price!  For example, here's a 7.5Amp one:

which would handle your 12k/60 NST just fine.
