As far as a start point, I would use whatever you actually have. For 
example, if you have a certain transformer, then you can calculate the cap 
size and then go from there. If you don't have anything yet, then look for 
an neon sign transformer (by the way, a neon sign transformer is just a 
type of High Voltage transformer that is used for neon signs) and once you 
find a particular type, then design your coil from there. If you aren't up 
do doing all of the equations for secondary turns and such, then search 
online for a program called "WinTesla" and download it. A good rule of 
thumb is to use a secondary that will have about 1200 turns, and a height 
to diameter ratio of about 4.5. Don't worry about asking relatively basic 
questions, I'm sure almost everyone on this list has asked a "stupid 
question" at least once. =D (In my case, many times more than just once)
