You could use the sec. winding on a pole xmfr and "float the whole thing"
away from ground, not using the primary.  I'm working on a similar design
and plan on suspending the pig winding on fiberglass (haysite) material in a
fiberglass tank.  Input/output through a pair of bushing in the 1/2 inch
thick phenolic top.
