Consider some alternatives to commercial resistors.  From personal
experience, I know you can make suitable resistors from insulative tubing
filled with water.  I believe Jim Lux discusses them in his web site.  Just
allow for expansion as the water heats up.  Also, some have used black
automobile hose, such as gas or vacuum tubing.  It is somewhat conductive.
Remember, your resistors will need to dissipate a fair amount of power.  In
your case, V squared divided by R, or about 1330 watts each for a short
time.  You might want to use a lower R.
