Usually such things are filled with various gasses at low pressure, you
would need to fill it with gas at low pressure. Argon is one gas that I
understand can be used at near atmospheric pressure that will work. Some
sort of brass valve might work attach it to the broken area with silicone
seal.

Another possibility is to put some water in it and then boil it out
carefully so that the entire thing is filled with steam and then close the
valve and let it cool.
