Most PCB houses doing "prototype" kinds of work throw in the solder mask 
and silkscreen as part of the package (since everybody wants them anyway).
1) The silkscreen is the writing on the board that tells you what part to 
put where and the orientation of it. Quite handy.
2) Solder mask is very nice when soldering devices with closely spaced pins 
(i.e. DIP ICs), because it doesn't "wet" with the solder, and helps avoid 
solder bridges.  Depending on when they do the tin or gold plating, the 
solder mask also reduces the amount of tin/gold needed.

Since the additional cost is negligible (for prototyping..)
