Your response below is just half the story.  Yes, MOTs have shunts for a
little bit of ballasting.  But MOTs rely on the about 1 mF capacitor in the
doubler to provide the rest of the current limiting.

If one only relies on MOT shunts for current limiting, the current most
likely will greatly exceed what the primary can safely handle without severe
overheating.  External ballast is usually required with MOTs.
