Hi Ken,

I think they pulse this big water tank with super high voltage really fast 
from some giant array of big pulse caps.  It is high resistance de-ionized 
water so the current rips across the outer layer of the "dielectric" water 
in this case.  I am not sure of the "why" part either, but it sure is cool!!!

We'll say "Z-Machine Sparkage" is "on topic" for a little while ;-))
